This looks like a promising case for a wrongful death attorney.  Any time the police take someone into custody, they owe a duty not to use unnecessary force and to be reasonable in their treatment.  This head lock that supposedly injured the neck and ultimately killed the prisoner could very well be unreasonable force.  I would highly recommend that this family get help from an injury attorney as soon as possible, so that the investigation could begin.
